Local Micro, Small, and Medium Enterprises (MSMEs) are often not familiar with all the legal procedures or how to register their businesses properly. However, starting a business in Cambodia has become easier with the introduction of a digital registration platform.&nbsp;The&nbsp;<a href=\"https:\/\/www.registrationservices.gov.kh\/en\/home\/\" target=\"_blank\" rel=\"noreferrer noopener\">Information Technology Platform<\/a> was introduced and launched by the Ministry of Economy and Finance (MEF) in June 2020. It enables seamless registration through a faster, more economical, and more convenient process.<\/p>\n\n\n\n<p>Small and Medium Enterprises (SMEs) need to&nbsp;have&nbsp;several registrations and licenses. The number of licenses and inspections depends on the nature of the business, the size of the operation and the business location.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Here are the list of Licenses\/Certificates that are required to have:&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certificate of Incorporation (Business Registration)<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Permit on Small and Medium Factory &amp; Handicraft Establishment<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certificate of operation on Small and Medium Factory &amp; Handicraft<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>License for the Use of Product Registration Mark &#8220;\u1785.\u1794.\u1795.&#8221;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>License for the Use of Product Certification Mark CS (Cambodia Standard)<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tax Registration for Patent Tax, VAT Number and Transfer Tax<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Location Approval License<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Registration for Opening Enterprise, Establishment Ledger, Payroll, and Internal Work Rule (within 30 days)<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Trademark Registration (optional)<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tax Permit on Sign Board<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Permit on Sign Board<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size\"><u><strong>Where can I register?<\/strong><\/u><\/p>\n\n\n\n<p>You can apply for these licenses as below:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Operating License on Small and Medium Factory &amp; Handicraft and Permit on Small and Medium Factory &amp; Handicraft Establishment, you can apply them at the General Directorate of Small and Medium Enterprises &amp; Handicraft of <a href=\"https:\/\/www.misti.gov.kh\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Industry, Science, Technology, and Innovation (MISTI<\/a>), Provincial Department of Industry, Science, Technology, and Innovation or CamDX Registration <a href=\"https:\/\/msmes.misti.gov.kh\/login\" target=\"_blank\" rel=\"noreferrer noopener\">www.msme.misti.gov.kh<\/a><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Certificate of Incorporation (business registration), you can register your certificate through the following link: <a href=\"http:\/\/www.registrationservices.gov.kh\" target=\"_blank\" rel=\"noreferrer noopener\">www.registrationservices.gov.kh<\/a> or you can go to the Department of Business Registration\/Provincial Department of Commerce to assist you in business registration.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For License for the Use of Product Certification Mark &#8220;\u1785.\u1794.\u1795.&#8221; &amp; CS (Cambodia Standard), you can apply them at the <a href=\"https:\/\/www.isc.gov.kh\/kh\" target=\"_blank\" rel=\"noreferrer noopener\">Institute of Standards of Cambodia (ISC)<\/a> in Phnom Penh.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Tax Registration for Patent Tax, VAT Number and Registration Tax, you can apply them at the <a href=\"https:\/\/www.tax.gov.kh\/km\" target=\"_blank\" rel=\"noreferrer noopener\">General Department of Taxation<\/a> in Phnom Penh or Provincial Tax Branch.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For the Location Approval License, you can apply it at <a href=\"http:\/\/www.phnompenh.gov.kh\/\">Phnom Penh Municipality<\/a>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Registration for Opening Enterprise, Establishment Ledger, Payroll, and Internal Work Rule, you can register it at the <a href=\"http:\/\/www.mlvt.gov.kh\/index.php?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Labor and Vocational Training (MoLVT)<\/a> or online registration recognized by the Ministry of Labor and Vocational Training.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Trademark Registration, you can register it at the <a href=\"http:\/\/cambodiaip.gov.kh\/\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Intellectual Property of the Ministry of Commerce (MoC)<\/a> or the Provincial Department of Commerce.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Tax Permit on Sign Board, you can apply it at the General Department of Taxation or Provincial Tax Branch.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For Permit on Sign Board, you can apply it to Phnom Penh Municipality.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>What Inspection Should I Expect?<\/strong><\/p>\n\n\n\n<p>While operating your business, you should expect the following inspections:<\/p>\n\n\n\n<p>(1) Product Quality Inspection by the Ministry of Industry, Science, Technology, and Innovation (MISTI);<\/p>\n\n\n\n<p>(2) Location Inspection by Phnom Penh Municipality;<\/p>\n\n\n\n<p>(3) Operational Hygiene Inspection by the Ministry of Health (MoH);<\/p>\n\n\n\n<p>(4) Fire Safety and Security Inspection by the Ministry of Interior (MoI);<\/p>\n\n\n\n<p>(5) Labor Compliance Inspection by the Ministry of Labor and Vocational Training (MoLVT);<\/p>\n\n\n\n<p>(6) Environmental Inspection by the Ministry of Environment (MoE); and<\/p>\n\n\n\n<p>(7) Local Authority Inspection by the Ministry of Interior (MoI).<\/p>\n\n\n\n<p>If you are not clear which licenses are obligatory for specific businesses, help in this process can be given by specialized service providers.
