In Cambodia, Small and Medium Enterprises (SMEs) represent 70% of employment, 99.8% of companies and contribute 58% towards the Gross Domestic Product. The definition of an SME is important for access to finance and Cambodia\u2019s support programmes target these enterprises specifically.<\/p>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\" style=\"font-size:25px\"><strong>Definition of SMEs in Agriculture<\/strong><\/h4>\n\n\n\n<p>Cambodia has a legal SME definition that was developed under the SME Development Framework in 2005. It disaggregates firms by size and includes criteria of both employment and value. In accordance with the <strong>result of the 2<sup>nd<\/sup> Meeting of the SME Promotion Committee &nbsp;(SMEPC)<\/strong> at the Council Ministers of Cambodia on January 21, 2021, SMEs are categorized into three sectors: (1) Agriculture, (2) Industry, and (3) Services and Trading. SMEs shall comply with two conditions: (a) Number of Employees (b) and either Annual Turnover or Asset.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"844\" height=\"268\" src=\"https:\/\/www.khmersme.gov.kh\/wp-content\/uploads\/2021\/10\/076A3683-FC69-454C-820D-C37AA642DFC9_4_5005_c.jpeg\" alt=\"SMEs Agriculture\" class=\"wp-image-3329\" style=\"width:689px;height:218px\" srcset=\"https:\/\/www.khmersme.gov.kh\/wp-content\/uploads\/2021\/10\/076A3683-FC69-454C-820D-C37AA642DFC9_4_5005_c.jpeg 844w, https:\/\/www.khmersme.gov.kh\/wp-content\/uploads\/2021\/10\/076A3683-FC69-454C-820D-C37AA642DFC9_4_5005_c-300x95.jpeg 300w, https:\/\/www.khmersme.gov.kh\/wp-content\/uploads\/2021\/10\/076A3683-FC69-454C-820D-C37AA642DFC9_4_5005_c-768x244.jpeg 768w\" sizes=\"auto, (max-width: 844px) 100vw, 844px\" \/><\/figure>\n\n\n\n<p>In Cambodia, the agribusiness sector is dominated by micro, small and medium scale producers and processors. Between 2010 and 2011, the total annual sales of these enterprises amounted to only seven percent; nevertheless, these enterprises made a significant contribution to total employment (65%) and to the general growth rate of the sector (30%) (<a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/608841468017378188\/pdf\/825850WP0P12600inal0v20for0Printing.pdf\">Eliste, Paavo, 2013<\/a>).<\/p>\n\n\n\n<p>Businesses in the agricultural sector involve significant relationships in which investors are inspired not only to have crucial impacts on growth, but also to address food insecurity by improving agricultural productivity to enhance livelihoods of small-scale producers and promote rural development. On the other hand, agribusiness has become more advanced and trending as the result of increased trade options and valued-added processing from raw materials.<\/p>\n\n\n\n<p>In Cambodia, SMEs play a crucial role in creating jobs, producing agri-food to meet the needs and demands of local, regional and international markets, and generating primary sources of income necessary for families to improve local economies and livelihoods in the country. However, the introduction of free trade agreements creates a new challenge for agribusiness actors who may be affected by the sudden entry of strong competition in a free market.
