{"id":1740,"date":"2021-06-04T08:26:16","date_gmt":"2021-06-04T08:26:16","guid":{"rendered":"https:\/\/khmersme.pegotec.pro\/?page_id=1740"},"modified":"2021-10-26T08:32:28","modified_gmt":"2021-10-26T08:32:28","slug":"sme-inclusive-business","status":"publish","type":"page","link":"https:\/\/www.khmersme.gov.kh\/en\/sme-inclusive-business\/","title":{"rendered":"Inclusive Business in Cambodia"},"content":{"rendered":"\n<p><strong>Inclusive Businesses<\/strong> are commercially viable private sector core-business lines that create scaled-up, innovative and systemic solutions to the relevant problems of the poor and low- income people at the base of the socioeconomic pyramid (BoP, the bottom 40%).<\/p>\n\n\n\n<p><strong>IB in Cambodia<\/strong>: In 2019 the government of Cambodia \u2013 through the Ministry of Industry Science, Technology and Innovation (MISTI), and&nbsp; in cooperation with UN-ESCAP and iBAN \u2013 prepared a <a href=\"https:\/\/misti.gov.kh\/public\/ckeditor\/kcfinder\/upload\/files\/IB_Landscape_Study_Cambodia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>landscape study on Inclusive Business (IB) in Cambodia<\/strong><\/a>. The study a) profiles companies with IB models, initiatives and activities, b) assesses the enabling environment for IB, and c) makes recommendations for promoting IB.<\/p>\n\n\n\n<p><strong>IBeeC: <\/strong>In 2020 MISI then endorsed the strategic recommendations of the landscape study and prepared a strategy for a better enabling environment for Inclusive Business (<a href=\"https:\/\/drive.google.com\/file\/d\/1Eb3Jl3zTEythlwcdZMqWpDU8_rDhac0A\/view\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>the IBeeC strategy<\/strong><\/a>). IBeeC has 8 strategic recommendations, including:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li>Institutionalizing IB support through an IB board, IB focal points and champions, an accreditation commute, and an IBeeC secretariat,<\/li><li>IB advocacy and knowledge development (studies, events, seminars, IB film, social media, countrywide IB website),<\/li><li>Regular (2 times a year) IB accreditation and IB awards,<\/li><li>IB business coaching, mentorship and capacity building,<\/li><li>Developing IB policy support and incentives (e.g. prioritizing IB in public procurement, integrating IB in the regulations for new investment law),<\/li><li>Establishing an IB Risk Reduction and Social Innovation Incentive Fund,<\/li><li>Doing proper IB results monitoring and reporting \u2013 also in the context of the private sector contributions to the sustainable development goals, and<\/li><li>Promoting regional exchange on IB in the ASEAN context (Hosting the 2022 ASEAN IB summit and ASEAN IB award).<\/li><\/ol>\n\n\n\n<p>Cambodia is the first country that implements the 2020 approved <a href=\"https:\/\/asean.org\/storage\/2020\/09\/ASEAN-IB-Promotion-Guidelines-Endorsed-at-the-52nd-AEM.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>ASEAN IB policy guide<\/strong><\/a> through a coherent strategy.<\/p>\n\n\n\n<p><strong>IBeeC is implemented<\/strong> through MISTI and various stakeholders from government, business associations, facilitators, investors, companies, and development partners (including GIZ). A rolling IBeeC implementation action plan (2021-2024) is currently being prepared for endorsement by August 2021. It summarizes commitments from various stakeholders (including GIZ as technical assistance agency of the German development cooperation) as well as from MISTI.<\/p>\n\n\n\n<p><strong>GIZ contributes to IBeeC implementation<\/strong> in various ways and through different projects. Below are some summary information on the IB relevance of the GIZ program. More details can be found on the respective IB webpages of those projects and the IBeeC action plan 2021-2024.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.inclusivebusiness.net\/author\/inclusive-business-action-network#:~:text=Inclusive%20Business%20Action%20Network.%20The%20Inclusive%20Business%20Action,the%20scaling%20and%20replication%20of%20inclusive%20business%20models.\" target=\"_blank\" rel=\"noreferrer noopener\">The Inclusive Business Action Network (iBAN)<\/a><\/strong> is a global program under GIZ, financed by German development aid and the European Commission. IBAN supported the landscape study and the IBeeC strategy formulation process, and is involved in the development of a policy guide for IB business coaching. It also finances 2 local consultants and an international expert to support and advice the Cambodian IBeeC secretariat under MISTI.<\/li><li><a href=\"https:\/\/giz-cambodia.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>GIZ Cambodia<\/strong><\/a> actively supports the IB agenda of MISTI through IB advocacy and knowledge as well as advisory services. &nbsp;It proposes to help representing \u2013 on a rotating basis \u2013 the development partners in the IB Board and nominated two dedicated IB focal points (Dr. Stefan Hanselmann, Ms. Daren Kong) and various IB champions.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The <strong><a href=\"https:\/\/www.giz.de\/en\/worldwide\/82045.html\" target=\"_blank\" rel=\"noreferrer noopener\">ASEAN-SME project<\/a><\/strong> strengthens regional structures for Small and Medium Enterprises Promotion in the region through improving \u00a0the ASEAN SME service center, strengthening national SME information centers and promoting national SME services for internationalization. In Cambodia it is supporting MISTI in setting up the digital information platform for micro, small and medium enterprises, called &#8220;KhmerSME&#8221;. This website will also have a link on the GIZ consolidated programs to support IBeeC as indicated here. The IB focal point is Ms. Daren Kong.<\/li><li>The new <strong><a href=\"https:\/\/www.giz.de\/en\/worldwide\/95504.html\" target=\"_blank\" rel=\"noreferrer noopener\">GIZ climate resilience in agrobusiness<\/a><\/strong> project explores ways for IB coaching of companies in the cashew and cassava value chains and emphasize a stronger link between the climate adaptation (for sustainability) agenda and the innovative IB agenda. (for poor people). It will also use the IB business coaching guide in its discussions with companies. Furthermore, it will explore the opportunity to work with the Ministry of Agriculture Fishery and Forestry on strategic IB recommendations for agrobusiness. The Ib champion is Ms. Hanna Bartels.<\/li><li><strong><a href=\"https:\/\/www.cambodia-ariseplus.asean.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">ARISE+ <\/a><\/strong>is an ASEAN-wide regional SME trade promotion program co-financed by German aid and the EC. In Cambodia it works with Ministry of Commerce (as well as MEF and business associations and private sector companies) to promote trade and exports. The program is exploring ways of supporting the IBeeC agenda (for example as input to the ASEAN IB summit) through knowledge work.<\/li><li>GIZ support to the <strong><a href=\"https:\/\/eurocham-cambodia.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">European Chamber of Commerce<\/a><\/strong> is exploring to facilitate advocacy and awareness raising on IB for European foreign direct investments. It also engages in the discussion on the IB business coaching guide and will share IB information with European companies investing in Cambodia.<\/li><li>In 2019, the <strong><a href=\"https:\/\/www.giz.de\/en\/worldwide\/17293.html\" target=\"_blank\" rel=\"noreferrer noopener\">SME development and poverty reduction program for Battambang<\/a><\/strong> province organized a workshop on IB in the Tonle Sap area. Going forward the program will do further advocacy work, and use the business coaching guide in its advisory services to companies. It will also explore opportunities to more systematically integrate the IB approach in the follow-up project, including a possible contribution on IB innovations (through digital technology and business processes) for the 2022 IB ASEAN summit.
