E-commerce is rapidly evolving, and businesses are trying to adapt to take advantage of new platforms. It offers many potential advantages for businesses, such as reduced costs and time, increased sales and productivity, expanded market reach, and increased customer loyalty. These advantages have made e-commerce popular for many businesses as evidenced by the significant growth in e-commerce in Cambodia. If you are a business owner, you should keep the legal aspects of e-commerce in mind if you decide to sell your services or products online. The trust and loyalty of your consumers will also depend on the way you treat them. The ASEAN Online Business Code of Conduct was developed to give guidance for online businesses on how to act responsibly and fairly towards consumers. Its application is entirely voluntary.<\/p>\n\n\n\n

E-commerce Strategy<\/strong><\/h2>\n\n\n\n

The E-commerce Strategy looks to the sustainable growth of e-commerce through effective public sector facilitation with the objective to improve the e-commerce business environment and through the implementation of a comprehensive action plan that pragmatically responds to the actual needs of the sector in Cambodia.<\/p>\n\n\n\n

In this regard, the E-commerce Strategy consists of the following 10 components:<\/p>\n\n\n\n

  • Strategy and Policy Focus and Institutional Coordination,<\/li>\n\n\n\n
  • Legal and Regulatory Framework,<\/li>\n\n\n\n
  • SME Regulations,<\/li>\n\n\n\n

  • Digital Skills Infrastructure (digital literacy, IT skills, and digital entrepreneurship),<\/li>\n\n\n\n
  • Payment Systems,<\/li>\n\n\n\n
  • Domestic Trade Logistics,<\/li>\n\n\n\n
  • Cross-Border Trade,<\/li>\n\n\n\n
  • Access to Financing, and<\/li>\n\n\n\n
  • Trade Information and In-Market Support.<\/li>\n<\/ul>\n\n\n\n

    Other Key Policies<\/strong><\/h2>\n\n\n\n

    1. The Royal Government of Cambodia enacted the Cambodia E-commerce Law in May 2020. The law is a crucial step for the country as it sets a clear basis for trade promotion via electronic means. It provides more opportunities to SMEs and at the same time contributes to the development of Cambodia\u2019s digital economy.<\/p>\n\n\n\n

    2. Sub-degree No. 246 on Digital Signature seeks to determine the principles of digital signatures and to manage and use digital signatures in a safe and efficient manner.<\/p>\n\n\n\n
