Nanning, China — Cambodia is calling for greater regional collaboration on artificial intelligence, spotlighting innovation as a driver of prosperity and inclusion at the 13th Forum on China-ASEAN Technology Transfer and Collaborative Innovation in Nanning, China, held from September 16–21, 2025.
Under the theme “Shared AI, Shared Future,” the forum brought together technology leaders and policymakers across Asia to chart the course for digital transformation and sustainable growth.
H.E. Dr. Hul Seingheng, Undersecretary of State at the Ministry of Industry, Science, Technology & Innovation (MISTI) and Chairperson of the National Committee on Science, Technology and Innovation (COSTI), highlighted Cambodia’s commitment to harnessing AI to foster economic growth, bridge digital divides, and improve well-being.
He expressed appreciation to China and CATTC, noting: “This forum reflects not only the shared aspirations of our nations but also the responsibility we collectively bear to ensure that AI becomes a tool for empowerment.”
H.E. Seingheng outlined Cambodia’s policy frameworks, including the National Policy on Science Technology & Innovation 2020–2030, the STI Roadmap 2030, and the Digital Economy and Society Policy Framework 2021–2035, which guide the integration of science and technology in key sectors.
He identified three priorities for regional cooperation: using AI for sustainable development, expanding AI access to SMEs, women and rural communities, and ensuring ethical AI governance.
He reaffirmed Cambodia’s commitment to working with ASEAN and China, expressing confidence that “with our collective wisdom and shared determination, we can build a future defined by innovation, sustainability, and shared prosperity.”
This annual forum is a flagship event advancing the Science, Technology and Innovation Cooperation Action Plan of China’s Belt and Road Initiative.
Since 2013, the forum has attracted more than 18,000 participants—including over 100 deputy minister-level officials from ASEAN and China—and facilitated 570 cooperation agreements. It has also served as a platform for 32 bilateral science and technology dialogues, promoting cross-border technology matchmaking and innovation.
