CCIED, GDT Strengthen Collaboration on Informal Economy Development

 

Phnom Penh, May 22, 2025 — H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation and Chairman of the Committee for Coordinating the Implementation of the Economic Development of the Informal Economy (CCIED), met with H.E. Kong Vibol, Minister Delegate Attached to the Prime Minister and Director General of the General Department of Taxation (GDT), to review progress and deepen cooperation in implementing the National Strategy for Developing the Informal Economy.

The meeting, held at GDT Headquarters, also focused on preparing for the historic Joint Session of the National Assembly, Senate, and Government on June 2–3, 2025, which will spotlight the informal economy, social protection, and agriculture as key discussion topics.

“GDT has made strong progress in implementing key measures under the national strategy, providing tax incentives and relief to informal economy actors, including small and medium enterprises,” said Minister Vanndy. “We encourage GDT to promote these benefits more widely so informal businesses can understand and take full advantage of them.”

H.E. Kong Vibol highlighted GDT’s recent achievements, including the completion of its new headquarters and significant strides in digital transformation of the tax administration. He also reported on progress and challenges in implementing the national strategy.

“GDT fully supports the onboarding of the informal economy,” said H.E. Kong Vibol. “We are committed to working with the CCIED and MISTI to promote and implement tax incentives that help informal businesses grow and transition into the formal sector.”

In addition to informal economy development, both sides agreed to strengthen collaboration on nationwide SME data integration, in support of broader economic development goals.
