Phnom Penh, February 10, 2026 — The Ministry of Industry, Science, Technology & Innovation (MISTI) today hosted a consultation workshop on the draft National Strategy for the Development of Micro, Small and Medium Enterprises (MSMEs) 2026–2030, bringing together about 200 representatives from relevant ministries-institutions, the private sector, development partners, and national and international organizations.

Speaking at the opening ceremony, H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation, highlighted the central role of MSMEs in Cambodia’s economy. “MSMEs are where jobs and innovation start, and where Cambodian products can scale to regional and global markets. We must strengthen national support to boost their productivity and competitiveness,” Minister Vanndy said.

According to the Economic Census 2022, Cambodia recorded 753,670 economic units across the country, employing around 3 million people. The overall workforce supported by MSMEs is significantly larger when informal economy actors are included.

The draft strategy is structured around four core pillars: (1) improving the business environment and legal regulations, (2) strengthening production and expanding technology and innovation, (3) increasing competitiveness in national and international markets, and (4) developing supporting infrastructure.

As part of practical support for MSMEs, MISTI has launched a pilot initiative linking product testing services of the National Laboratory for Science, Technology & Innovation (STINL) into the government’s E-Services for Business platform, reducing the need for hard-copy test results.

“This is another important step to help MSMEs access faster and more reliable laboratory services, and to strengthen their competitiveness through standards and quality,” the Minister said.

The workshop also gathered both policy and technical input to ensure the MSME Development Strategy 2026–2030 aligns with Cambodia’s Vision 2050, addresses the real challenges facing MSMEs, and promotes inclusiveness, gender equality, incentives, and stronger public-private partnerships.
