MISTI Introduces Factory Layout, Pollution Control Rules to Strengthen Industrial Safety

 

Phnom Penh, February 2, 2026 — The Ministry of Industry, Science, Technology & Innovation (MISTI) on Monday hosted a workshop to promote the implementation of guidelines on factory layout, pollution management, and risk management, with the aim of strengthening industrial safety.

Speaking at the opening of the workshop, Minister Hem Vanndy, said, “These guidelines are designed to shape the future of Cambodia’s industrial development by guiding factories and production establishments to adopt proper technical layouts, strengthen safety, and manage risks such as fire prevention, pollution reduction, and industrial waste management in line with national regulations and international best practices.”

Cambodia’s industrial sector has continued to expand rapidly. As of December 2025, the country had 3,083 large-scale factories in operation, an increase of 658, (27 percent) compared to 2024. Total investment capatal reached USD 25.168 billion, up USD 4.711 billion, or 23 percent, of which domestic investment accounted for USD 3.906 billion, representing 15 percent of total investment.

Alongside this growth, industrial safety and good governance across the production chain are increasingly important for Cambodia’s industrial future. “A well-designed and carefully planned factory technical layout is the first line of protection. It not only improves operational efficiency, but most importantly, helps protect the lives of our workers and employees,” Minister Vanndy added.

The Prakas on the implementation of factory layout guidelines builds on decades of regulatory practice, consolidating and updating earlier rules to address existing gaps and ensure more comprehensive and consistent factory safety standards.

The guidelines introduce unified technical layouts covering production processes, machinery and equipment, fire prevention systems, emergency evacuation routes, and other critical safety requirements, and will serve as a key reference for applications related to factory establishment, branch opening, relocation, production expansion, and factory operating licenses.

MISTI has also recently issued a new Prakas on pollution management systems, aimed at strengthening industrial waste management in factories.

The Minister urged all factories and production establishments to strictly implement the Ministry’s guidelines on technical layouts, pollution management systems, and risk management measures to enhance efficiency and productivity, reduce risks to life, property, and business reputation, and avoid potential penalties from competent authorities.
