The Ministry of Industry, Science, Technology & Innovation (MISTI) is spearheading a strategic initiative, funded by the Mekong-Lancang Special Fund (2024–2025), to bridge the digital divide for small and medium enterprises (SMEs). As the Fourth Industrial Revolution (IR4.0) reshapes global manufacturing, regional SMEs—particularly in Cambodia, Laos, and Myanmar—face critical barriers, including skill deficits, low technology adoption, and limited regional competitiveness. To address these vulnerabilities, the project focuses on transitioning traditional, family-scale operations toward sophisticated, diversified production models. By conducting rigorous skill needs assessments, MISTI will deploy specialized training programs and technical collaboration platforms designed to modernize facilities and enhance business management. Ultimately, this public-private synergy aims to foster inclusive economic growth and strengthen the “missing middle” of the industrial sector, ensuring that local SMEs can leverage IR4.0 technologies to compete effectively within the regional and international marketplace.

Act. 1: Training of SMEs skills need’s assessment Ministry of Industry, Science, Technology and Innovation (MISTI) organized a consultative workshop on “SMEs skills need’s assessment”. The workshop was held at the Phnom Penh Hotel, presided over by H.E. Dr. Nhim Khemara, Permanent Secretary of State. The main purpose of the workshop was to understand the challenges, knowledge requirements, and technical skill needs of Small and Medium Entrepreneurs (SMEs). This information serves as crucial input for the project implementation team and project consultants to prepare activity plans for capacity building training for factory owners and entrepreneurs. This training aims to provide them with the resources to improve their factories and enterprises and align with the industry 4.0 context. Act. 2: Training of trainer (ToT) by Chinese Experts in China on IR 4.0 Ministry of Industry Science Technology and Innovation (MISTI) organized the "Training of Trainers Program to Strengthen Technical Capacity under the Context of the 4th Industrial Revolution (IR 4.0)". This was held under the project titled: "Enhancing Cooperation on Production Capacity through Strengthening the Capacity of Small and Medium Enterprises (SMEs) and Technical Cooperation under the Context of the 4th Industrial Revolution in Laos, Myanmar, and Cambodia," within the framework of the Mekong-Lancang Cooperation. The training program was presided over by H.E. Dr. Nhim Khemara, Permanent Secretary of State and Project Director. (online training) The training program was organized with the goal of: Sharing knowledge on the general overview of the Industrial Revolution 4.0. Promoting the development and modernization of Small and Medium Enterprises to become a driving force in boosting national economic growth. Reflecting on the challenges in adopting technology and solutions within IR 4.0, specifically regarding new technologies, so that the industrial sector—especially SMEs—can adopt and evolve to keep pace with these technologies. The ultimate aim is to increase productivity, diversify products, strengthen quality and safety, and enable them to enter regional and international markets equally, which is the core of the Industrial Revolution 4.0. Act. 3: Training on access to technical support, finances, and registration To promote industrial development, it is necessary to maintain sustainable and inclusive high economic growth through economic diversification, strengthening competitiveness, and boosting productivity. In addition, the weakness and narrowness of industrial sectors, e.g., the less sophisticated manufacturing structure in garments and food processing, has also been noticed. In contrast, most factories/SMEs are still at the family scale, and can’t compete in regional and international markets is still a major concern among SMEs in the region. Therefore, technical support and access to finance for the SMEs’ diversification are critical for the Project to achieve its indicators and goals. The workshop is the key subject, creating the forum for the SMEs to prepare their business plans and receive financial support through credit lines facilitated by the Project. The Purpose of the Workshop Introduce the 4th Industry Revolution (IR4.0) and technical support for SMEs and Business Incubators to start their businesses, and upgrade their facilities, and Raise awareness on know how to use digital technology and online registration for legal business establishment. Raise awareness to SMEs and business incubators in procedures of access to finance via credit lines (MFIs/Banks) to start up their business and enhance their production and quality to compete in the larger markets, and Create a forum for SMEs, business incubators, and MFIs/Banks to debate loan possibilities.

Event 1: SME Study Visit for Team member to China The CISMEF event was held concurrently with the celebration of the 9th United Nations International MSME Day and has become a vital platform for strengthening cooperation among Micro, Small, and Medium Enterprises (MSMEs) regionally and internationally. The delegation participated in the 20th China International Small and Medium Enterprises Fair (CISMEF 2025), held in Guangzhou, People's Republic of China. During the event, the Cambodian delegation participated in three key activities: Delivering a keynote speech at the Fair’s opening ceremony. A visit to the CISMEF exhibition, which showcased over 3,500 national and international enterprise booths. A bilateral meeting with H.E. Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology (MIIT) of China. In the opening ceremony, H.E. Dr. Nhim Khemara, Permanent Secretary of State and Project Director delivered a keynote speech reaffirming the Royal Government of Cambodia’s strong commitment to MSME development, promoting industrial innovation, regional economic integration and the long-standing friendship and cooperation between Cambodia and the People's Republic of China.Specifically, Cambodia expressed interest in strengthening strategic bilateral cooperation in six points: Organizing an exchange of innovative ideas for MSMEs in the region. Developing more Cambodia-China MSME Value Chain Programs. Promoting joint certification and standardization. Enhancing Quality Infrastructure (QI). Investing in Digital Training Centers. Creating investment opportunities in Green MSMEs. Event 2: Organisation of the technical business incubation (TBi) for food product development The Ministry of Industry Science Technology and Innovation (MISTI) organized a dissemination workshop on the “Business Incubation Platform (CBI) Competition for Food Product Development,” focusing on the theme: “Processing Snacks from Fruits and Grains.” The workshop was attended by a total of 185 people, including Their Excellencies the Secretary of State, Under Secretaries of State, MISTI provincial departments from 25 capital-provinces, professors, food science students from: Royal University of Phnom Penh (RUPP) Royal University of Agriculture (RUA) National Institute of Agriculture Prek Leap Institute of Technology of Cambodia (ITC) Kampong Speu Institute of Technology Chea Sim Kamchaymear National University Meanchey National University Battambang Institute of Technology The workshop was organized to officially launch the food processing competition program and disseminate information to relevant parties, particularly students, encouraging them to apply. This activity aims to: Guide and promote entrepreneurship in the food sector in Cambodia. Provide opportunities to showcase talent, creativity, and new innovations. Boost the national agricultural market through the use of local raw materials. Furthermore, the CBI-FOOD Business Incubation platform will contribute to supporting Pentagonal Strategy – Phase I by continuing and strengthening human resource development with quality, high capacity, creativity, entrepreneurial spirit, and innovation. It also seeks to promote sustainable and inclusive economic growth, and support the overall goals of the Industrial Development Policy 2015-2025, through which MISTI will continue to promote the construction of a comprehensive Technical Business Incubation (TBI) ecosystem in Cambodia. During the workshop, the project working group presented detailed procedures and background on the second CBI-FOOD program, which runs from June to October. The program will have four major stages: Phase 1: Dissemination, Application, and Selection Phase 2: Business Creation and Training Phase 3: Semi-Final Competition Phase 4: Product Exhibition and the Final Competition (involving 6 teams) The selection of student teams for the competition will be reviewed and scored by an evaluation committee comprised of representatives from MISTI, Khmer Enterprise, the private food sector, the Cambodia Food Manufacturer Association, and universities. As a result, the students showed positive interest in the program, participating enthusiastically by asking questions about the application process, team formation, business plan preparation, and incentive mechanisms, particularly expressing their commitment to applying for the competition. The workshop concluded smoothly and with great appreciation.
